Vehicle and owner data will also be gathered in the new digital database that was created with data from all public services and highway concessionaires.
It should also be noted that AADE is already planning to install roadblocks on toll roads, national roads, ports and airports, with inspectors who, through a special application for mobile devices to read license plates, will be able to see which vehicles have been declared immobile and are circulating on the streets.
It should be noted that the fines in the above case are particularly severe, since if a vehicle has been declared immobile and it is found to be in motion, or even parked, in a different location to that declared in the electronic declaration of immobility, the immobility is automatically lifted and applied to the AADE, in addition to the traffic fees and the fine for non-payment, and an administrative fine of 10,000 euros, and in the event of a repeat offence this will lead to the withdrawal of the driving licence.
As far as uninsured vehicles are concerned, the first “bumps” from AADE are expected from the beginning of October for owners of uninsured vehicles, who will be asked to insure them, as well as to pay a high fine.
It is worth mentioning that inspectors will also be able to carry out crossings and inspections using a new special program that will also be “loaded” onto the Tablets they will have to be able to “scan” vehicle license plates and determine whether drivers are insured even if they have paid the Traffic Fees.
Online checks will be carried out once every six months and violators will face fines:
- from 250 to 1,000 euros if the vehicle is not insured. Specifically, the law provides for a fine of 1,000 euros for buses and trucks for public use, 500 euros for passenger cars and other vehicles of any nature and 250 euros for two-wheeled vehicles.
- equal amounts of road tax (plus annual fees) in the case of uninsured vehicles, if a road tax debt of at least one year is established.
Everything changes in 2025
The government is promoting radical changes to the taxation of passenger cars from 2025, with significant relief expected from 2026.
Firstly for 2025 they are being studied “revolutions” in the road tax systemwhich will affect both the value of fees and fines.
The competent committee set up has put the “machines” at full steam, since the changes in question, which concern around 5.5 million vehicle owners, must be “locked” until mid-October and voted unexpectedly in the autumn, after as every year the traffic taxes are “increased” by the AADE, two or three months before the deadline for their payment.
It should be noted that today road taxes have several speeds depending on emissions or the engine size of the vehicle (for older cars), while an exemption is foreseen for electric and hybrid vehicles that emit low emissions.
It should be noted that the new toll system will lead to the differentiation of existing tolls, mainly with environmental criteria, such as pollutant emissions, but also with the adoption of a specific framework for vehicles powered by alternative fuels, as well as electric, hybrid and connected vehicles.
Specifically, it is foreseen:
- Transit fee changes: from 01/01/2025
- Vehicle rate increase: First release on 1/11/2010 to date. This concerns: 1,168,000 vehicles
- No change in vehicle rates: 1st year of circulation until 10/31/2010. This involves: 4,400,000 vehicles
- Rates do not change: trucks, buses, motorcycles.
In any case, the changes planned to be implemented in 2025 should take into account environmental criteria, such as emissions, as well as technological ones, for example for vehicles with alternative fuels, purely electric, hybrid, etc.
On the other hand, the “package” of changes considers that from 2016, for the calculation of the registration fee, the retail price before taxes will be taken into account instead of the wholesale price, but also to set new rates based on the taxable value of cars, which will be differentiated according to the mass of carbon dioxide (CO2) emitted and the specifications of the European emissions standard (Euro) that the cars comply with by construction.
In particular, based on the plan of the competent ministries, the new coefficients for calculating registration fees for passenger cars vary between 4% and 32%, depending on their taxable value, and the engine displacement criterion is abolished. The coefficients are also differentiated according to the mass of carbon dioxide (CO2) emitted.
The measures so far include the abolition of the luxury tax on the purchase of cars with a factory value of over 20 thousand euros, but at the same time it is expected that the total exemption from registration fees for hybrids, which is limited to 50%, will also be abolished, as well as the exemption of half of the registration fees for motorhomes. It is worth noting that the full exemption for electric cars will remain.
