Applications for the acquisition of owned properties begin on September 30th real estate of Public of individuals in 20 Regional Units of the country, while from October 31st, property registrations will be accepted throughout the territory.
This is provided for in the Joint Ministerial Decision signed by the ministers of National Economy and FinanceKostis Hatzidakis and Digital GovernanceDimitris Papastergiou, and the Deputy Minister of National Economy and Finance, Thanos Petralias.
Applications for the acquisition of properties will be implemented through the Integrated Information System “Requests for the Acquisition of Public Properties”, which was implemented by the General Secretariat for Information Systems and Digital Governance of the Ministry of Digital Governance, under the supervision of Secretary General Demóstenes Anagnostopoulos.
With the signing of the KYA, the way is paved for the acquisition of properties registered as private property of the State, but held for a long time by private individuals, in accordance with the provisions of the recent legislative regulations (5113/2024 and 5024/2023). The aim of these initiatives is to resolve the ownership regime in cases where it is unclear, to protect the State’s assets and to strengthen public finances by bringing significant revenues to the State Budget.
The new process
Applications for the acquisition of occupied land, as well as all related procedures and communication between applicants and the competent services, will be carried out exclusively through the new digital platform.
Applicants will be able to log in with TaxiNet codes, while the option of submitting the redemption request will also be provided by an authorized person, who will be required to fill in the AFM and attach a responsible declaration of authorization from gov.gr or with a certificate of genuine signature.
Access to the Integrated Information System is done through gov.gr at the electronic address https://aeda.apps.gov.gr.
The necessary interoperability of the system is implemented through the Interoperability Center of the General Secretariat of Information Systems and Digital Governance of the Ministry of Digital Governance.
The areas
Requests for property acquisition begin:
- September 30, 2024 for the Regional Units of Aetoloakarnania, Arcadia, Evros, Evia, Heraklion, Ioannina, Karditsa, Corfu, Larissa, Lasithi, Lesvos, Magnesia, Xanthi, Pieria, Rethymno, Samos, Trikala, Fthiotida, Chania, Chios.
The application deadline for these areas is September 30, 2025.
- October 31, 2024 for all other Regional Units. The deadline for applications is October 31, 2025.
Conditions for submitting a redemption request
A basic condition for the right to submit a redemption request is the exercise, by the applicant himself or by the licensors, of public assets, of uninterrupted possession:
a) with a title for at least 30 years,
b) for at least 40 years without title, provided that the applicant uses the property as his main residence or as an accessory to it or for the exercise of tourist, craft, industrial, commercial or agricultural activities,
c) the declaration of the property on form “E9” for at least the 5 years prior to the application, in order to make it clear that the applicants considered the property to be theirs.
It should be remembered that with the approval of Law 5,113/2024 it is also foreseen that:
- The application can also be submitted for properties that do not have a building.
- A period of ten days is set to inform the applicant in the event of a lack of supporting documents. The requirement to submit aerial photographs no longer applies, since the presence or absence of a building is no longer taken into account.
- The possibility for the State to decide on an exception to the right of redemption for reasons of public interest is extended. The competent Ministries will determine, on a reasoned basis, the areas or properties that should be excluded from the acquisition process.
- The deadline for submitting the State Real Estate Company’s consent is being accelerated from 3 months to 2 months, which was initially planned.
Redemption price setting
The purchase price will be calculated based on the objective values of the property and social criteria (for vulnerable groups, large families, people with disabilities). In addition, the purchase price in special cases of dispute over ownership of public property is formed with a discount:
- 50% for a claimant who has been recognized by a court of first instance as the owner of the property or who has been listed as the owner in the first cadastral records and a lawsuit has been filed by the State or the time limit for filing a lawsuit has not passed.
- 70% if the applicant has filed an appeal against a court decision recognizing ownership of the property by 12/31/2022.
- There is a special provision for properties that meet the housing needs of the applicant or original licensor as a result of mass settlements of population groups prior to 1964. In this case the price corresponds to 20% of the target value of the property.
