Nine UNRWA workers “may have been involved” in the October 7, 2023 Hamas attacks in Israel, according to an internal UN investigation involving a total of 19 workers.
“For nine of them there was sufficient evidence to conclude that they may have been involved in the October 7 attacks,” said the agency’s deputy spokesman, Farhan Haq.

In late January, Israeli authorities initially charged 12 UNRWA staff members with involvement in the 7 October attacks. Seven more names were subsequently added to the list. UN Secretary-General António Guterres immediately called for an investigation by the organisation’s internal audit services (ICSI).
For one of those individuals, BSCI found no evidence to support the charge, and in nine other cases the evidence was “insufficient,” Farhan Haq said.
The representative emphasized that The investigations are confidential and he did not provide further details. But “we have enough information to take the measures we are taking, namely the dismissal of these nine people,” he added.
