The European Gaming Regulators Forum GREF Annual Conference was hosted by Greece in 2025, as announced during this year’s event held in Malta with the participation of the Greek Gaming Supervision and Control Committee.
In the greeting addressed by Mr. Yiannopoulos, member of EEEP, he expressed his gratitude to the GREF board of directors for the trust placed in EEEP. It is worth noting that this year, for the first time, regulatory authorities from other continents participated in the event, signaling the adoption of a global perspective in the discussions. GREF President Isabelle Falque Pierrotin highlighted the need for international cooperation, stressing that although each jurisdiction has its own unique regulatory framework, cooperation between countries can lead to the development of integrated and effective regulatory frameworks capable of addressing the inherent complexities to the industry.
It should be noted that EEEP also participated in the Annual Exhibition “Global Gaming Expo (G2E) Asia 2024”, in Macau, China. There, EEEP presented a brief overview of the financial dimensions of the developing gaming market in Greece, as well as the new integrated casino investment in our country, the Integrated Resort Complex (ΙRC) in the Hellinikon area.
Meanwhile, at 14.26 billion the total revenues, TGR (Total Gaming Revenue), i.e. the shares of the Greek gaming market in the 4 months of 2024 (January – April) reached 12.74 billion euros in the period correspondent from last year.
The reformed TGR for the same period amounted to 5.1 billion. euros against 4.6 billion euros. This is the adjusted value, taking into account winnings and bonuses, that players invest in the game. GGR, which reflects the real revenues of providers, amounted to 906.2 million euros compared to 846.4 million euros in the corresponding period last year. Treasury fees amounted to 190.9 million euros, compared to 174.34 million euros, and taxes on players reached 126.4 million euros, compared to 108.6 million euros.
According to data from the Gaming Supervision and Control Commission, OPAP’s TGR in the 4th month of 2024 amounted to 3.4 billion euros against 3.3 billion euros and the reformed TGR at 2.3 thousand millions. euros against 2.1 billion euros.
OPAP’s GGR reached 473.6 million euros against 456.2 million euros. In Lotteries, the TGR stood at 106.3 million euros against 104.3 million euros and the GGR at 39.06 million euros against 33.9 million euros. At the Hippodrome, GGR reached 9.8 million euros against 12.06 million euros and GGR reached 2.4 million euros against 3.027 million euros. In online companies, TGR reached 10.06 billion euros against 8.6 billion euros and the reformed TGR reached 2.3 billion. euros against 2.01 billion euros. GGR in online companies amounted to 313.7 million euros against 279.8 million euros. In casinos, TGR reached 652.2 million euros against 621.3 million euros and the adjusted TGR was 382.7 million euros against 360.9 million euros. Casino GGR reached 77.3 million euros against 73.2 million euros.
Initiatives
It should be noted that EEEP simultaneously signed a framework agreement with the aim of facilitating the operation. The agreement refers to a budget of 4.3 million euros for a period of 3 years and covers 88% of the services necessary for the Authority to carry out its functions. With regard to emergency services issues, direct assignments will be interrupted and executive contracts will be concluded under the terms of the Agreement, Framework Contract approved by the Court of Auditors. The remaining percentage of the agreement (12%) concerns studies related mainly to issues of the internal functioning of the EEEP.
