Homeowners who raid properties across the country will be able to obtain property titles from October 31st, when the platform opens to all regions of Greece.
Applications from those interested in properties in the Regional Units of Aitoloakarnania, Arcadia, Evros, Evia, Heraklion, Ioannina, Karditsa, Corfu, Larissa, Lasithi, Lesvos, Magnesia, Xanthi, Pieria are already “running”, since the beginning of this month. Rethymno, Samos, Trikala, Phthiotida, Chania and Chios.
As part of the universal implementation of the new regime on October 31st, it will become available to all remaining Regional Units in the country, while the deadline will expire on October 31st, 2025.
It should be noted that the purchase price is paid once or in 60 equal, interest-free monthly installments, with a minimum value of 100 euros, with discounts of up to 80% on the total value. However, to submit the application on the new platform, interested beneficiaries will have to pay a fee of 300 euros.
Who has the right to redeem?
Individuals who have owned the properties for at least 30 or 40 years are eligible for redemption in each case. The price value will be determined based on the objective value of the property and will be gradually reduced depending on the length of ownership, whether the owner belongs to an economically weak or vulnerable group of the population, the value of their income and the type of property.
In any case, candidates can log in to apply using taxisnet codes. Access is via the Public Administration Unified Digital Portal (gov.gr) at https://aeda.apps.gov.gr.
The acquisition request must indicate the name of the applicant, Tax Registration Number (AFM), telephone number, postal address, email address, as well as the public property to be acquired, invoking this law, as applicable. If the request is submitted on behalf of a legal person, fill in the corresponding details of its legal representative.
The 3 stages of control
The procurement request is considered in three stages:
- verification of the completeness of the file, carried out by the Directorate of Public Patrimony
- control of the essential content of the file, carried out by the competent Real Estate Service,
- welfare control of the conditions for acquiring public assets, which is carried out by the Special Commission.
For each new application, a digital file is created and, after final submission, the platform has the possibility of monitoring the acquisition request at all stages, until its approval or rejection.
For each application it shows:
- the application’s unique code,
- AFM of the natural or legal person submitting the request,
- the order status,
- the possible actions (view/edit/delete).
The Redemption Committee, through the redemption request information system and supporting documents, takes into account the summary note from the Real Estate Service for acceptance or rejection of the redemption request.
If deficiencies are detected, the file is automatically returned to the applicant by the OPS to complete and resend it to the Commission for further auditing.
If the applicant does not complete the missing supporting documents within the established deadline, the redemption request is automatically archived and the applicant is informed of this fact by email.
Application approval and price
The Commission, after verifying whether the conditions for the acquisition of public property are met, proposes approval or rejection of the reasoned request. If the acquisition request concerns a property owned by the National Defense Fund (NDF), the competent Real Estate Service requests the latter’s consent.
For its part, the competent body of the Ministry of Economy and National Finance issues a rejection decision or a redemption certificate, which are integrated into the request’s digital file.
The acquisition price will be calculated based on the objective values of the properties and social criteria (for vulnerable groups, large families, people with disabilities). Furthermore, the acquisition price in special cases of dispute over ownership of a public asset is formed at a discount:
- 50% for an applicant who has been recognized by a court of first instance as the owner of the property or who has been listed as the owner in the first cadastral records and an action has been brought by the State or the deadline for bringing an action has not passed.
- 70% if the applicant has filed an appeal against a court decision recognizing ownership of the property by 12/31/2022.
- There is a special provision for properties that meet the housing needs of the applicant or the original licensor as a result of mass settlements of population groups prior to 1964. In this case the price corresponds to 20% of the objective value of the property.
The conditions
A basic condition for the right to submit a redemption request is the exercise, by the applicant or licensors, of public assets, of uninterrupted possession:
a) have held the title for at least 30 years,
b) without a title for at least 40 years, provided that the applicant uses the property as their main residence or as an accessory thereto or to carry out tourist, artisanal, industrial, commercial or agricultural activities,
c) declaration of the property on form “E9” for at least the 5 years prior to the request, in order to make it clear that the applicants considered the property to be theirs.
