According to KOKI, it all started with a Facebook post from a woman who explicitly claimed that Bailey was her attacker.

The statement from his daughter Concord Bailey Oates – who has since publicly acknowledged herself – reads in part: “As a victim of sexual and psychological abuse at the hands of Pastor Bailey for over a decade, I feel compelled to warn others about his behavior predatory. conduct. Regardless of your position as a respected member of the community, it is important to make your actions clear to prevent further harm to innocent people.”

According to an affidavit filed with the courts, Oates’ mother recorded a phone call between her daughter and her husband, where Oates first confronted Bailey about the abuse. In these messages, along with his wife, Bailey allegedly informed her that he would “decide to take the key to his grave,” according to the affidavit. It also reported that he told her he “feels ashamed and humiliated by the exposure of the abuse.”

KOKI reports that after Oates’ Facebook homepage alleging his abuse at the hands of Bailey, a second victim surfaced. Tulsa Police told the news outlet that the investigation is ongoing.

Bailey allegedly admitted in a text to his wife, as reported by local Fox affiliate KOKI, that he watched porn involving incest and “felt justified in doing what was shown in the porn because ‘that’s what people do’.”

According to court data, the alleged abuse began when Oates was in sixth grade.

Talking to the NBC affiliate KJRHOates said, “He prayed for me at first, but he did a lot of tapping as he prayed.” The court’s statement confirmed this element, with police reporting that the evidence and their investigation corroborated Oates’ story.

What started as touching turned into rape when she was 16 or 17, according to the arrest affidavit. The court paperwork officer, Bailey, allegedly told authorities, “Jumping from touching to sex is no big deal to me.”

The alleged abuse continued into her adulthood, with Oates telling police that just weeks after she gave birth to her daughter in 2021, he arrived at her home, pushed her to the floor and orally penetrated her, as reported by CrimeOnline.

Even after that, the ABC affiliate KTUL reported that Bailey would allegedly return to Oates’ home and spy on her through the windows.

“The thing is, whenever I was a kid, I separated my father from who he was. I wish this was the only way I survived,” Oates told KJHR in his first interview after coming forward with the charges.

“It feels like I’m not in the shadows anymore,” she said, finally feeling comfortable sharing her story. “Consider a 13-year-old girl confused about who true love is because her father is saying ‘I’m your boyfriend’.”

She said she fought years of manipulation, leaving her asking questions that have lingered for years. That was part of the reason she wanted to come back and share her story.

“I would call him my best friend just to hide the truth about where I lived,” she said. Now, she’s starting to see a clearer picture. “Coming out of the darkness by speaking out makes you a survivor. That’s what I would say,” she added.

Oates told the outlet that she first opened up about the alleged abuse to her husband and older brother, before moving on to a very difficult conversation with her mother.

She said she hopes that by speaking out, others can feel empowered to take action as well. She also spoke about discovering a renewed religion in God.

“I’m learning more and I know he has me and he has all the other victims,” she said. “And I know that he has guided me through this entire journey and I know that he will come after me like a father, even though my father didn’t.”

Bailey is currently being held on a $500,000 bond.
