With the support of the Technical Chamber of Greece (TEE), an attempt will be made to resolve the housing problem of the 13 Regional Civil Protection Operational Centres (PEKEPP), following the failure to comply with the relevant PPP.
By decision of the Secretary-General for Civil Protection, Vassiliou Papageorgiou, the TEE was entrusted with the execution of the project “Acquisition of 13 buildings to house Regional Civil Protection Operational Centers”, with a total budget of 127,194 million euros, with resources from the Recovery and Resilience Fund and the National Public Investment Program, within the scope of the “AEGIS” Program.
As mentioned in this regard, the implementation of the action is considered necessary, as it relates to the increasingly urgent need for crisis management and the vitally important information and awareness-raising of citizens.
The adventure of yet another construction PPP began at the end of 2020 when the public company Building Infrastructures (KT.YP.) committed on behalf of Civil Protection to promote a competition with a total budget of 131.5 million for the construction of 13 PEKEPP.
Its announcement was preceded by Law 4,662/2020. The purpose of PEKEPP is to coordinate, plan, supervise, organize and execute response actions and organized support to the competent body to manage and deal with emergency situations and their consequences, within its local jurisdiction, as well as the collection, processing and transmission of information related to ongoing events or imminent emergencies.
Approximately three and a half years passed and on July 25, 2024, the Board of Directors of the Ministry of Foreign Affairs decided to cancel the procedure claiming that “the real estate and urban lots for the construction of the Regional Civil Protection Centers were not delivered by the owner of the work (Ministry of Climate Crisis and Civil Protection)”.
It is noted that the PPP tender was “divided” into two parts. One included 7 PEKEPP costing 70.8 million euros (excluding VAT) in Eastern Macedonia and Thrace, Central Macedonia, Western Macedonia, Thessaly, Epirus, Northern Aegean and Ionian Islands and the second 6 costing 60.7 million euros (excluding VAT) for the Regions of Central Greece, Attica, Peloponnese, Western Greece, Crete and Southern Aegean. GEK Terna, Aktor Perachorises, Avax, Intrakat and Mytileneos (today Metelen) – ATESE showed interest.
