President Biden had hoped to create new momentum for his re-election bid by agreeing to an early debate. Instead, the interruption and his disjointed performance Thursday night triggered a wave of panic among Democrats and reopened the debate over whether he should run.
During the 90 minutes, Mr. Biden struggled to deliver his lines and squared off against a sharp-tongued former president, Donald J.
