The detailed mode of operation of the Management and Control information system Telecommunications “e-Dieleusis” was presented at a conference of the General Secretariat of Telecommunications and Posts of Ministry of Digital Governanceon Wednesday, at the ministry.
With “e-Dieleusis” a stable and functional entry portal for network development requests is created, bureaucracy is reduced, relevant processes are modernized and simplified and conditions are created for the development of more applications . The digital application responds to an ongoing request from local government and suppliers, shaping a modern collaborative environment with measurable benefits.
More specifically, with the operation of “e-Dieleusis”, requests for approval and/or allocation of rights of way will be presented by network operators, in accordance with the legislative framework in force for the approval and allocation of these rights.
In this way, the daily experience on the ground is improved, the suffering of citizens with irregular works in public space is drastically reduced, while at the same time it opens up the possibility of centralized monitoring by all co-competent bodies of works related to telecommunications. crossings are updated. The body that implements and operates the information system is the Technical Chamber of Greece.
In his welcome at the beginning of the conference, the Minister of Digital Governance Dimitris Papastergiou, emphasized the importance of the project, which he described as emblematic for the penetration of broadband networks. Referring to the benefits of “e-Dieleusis”, he highlighted that it satisfies a constant request from both the Local Government and Suppliers, while also bringing order to multiple asphalt paving projects that were bothering citizens. He did not fail to highlight that this is a new digital tool that will help to dissociate the development of broadband networks from bureaucracy.
The need for all stakeholders to embrace this project in this first phase of its operation was mentioned by the Secretary General of Telecommunications & Networks, Konstantinos Karantzalos, in his greeting, who highlighted that it is a project that has been in the works for a decade. , but today we have completed it and it is ready to use.
TEE President Giorgos Stasinos in turn highlighted the ways in which TEE contributes to a major infrastructure modernization effort. He emphasized that “e-Proceedings”, a transparent electronic process with which we also save time, is the result of TEE’s efforts.
The general secretary of KEDE, Dimitris Kafantaris, said that such an information system was a constant request from the Local Government and that its advantages are simplification through digitalization, the reduction of delays and costs, but also the reinforcement of advertising and transparency in the execution of projects.
EEKT general manager, Giorgos Stephanopoulos, focused on the benefits of “e-Dieleusis”, highlighting the creation of a digitalized infrastructure registry, the reduction of time and costs, the increase in trust and transparency. Furthermore, he stated that in 2027 the country will be on the European average in terms of fiber optic penetration – something that also applies to mobile telephony.
In particular, the GTT representative, Athanasios Goulos, in his intervention on the current legislative framework for the approval and allocation of rights of way, highlighted that the information system implements existing legislation and becomes a central portal for the management of requests and rights of way.
Finally, the general director of TEE, Nikos Panagiotopoulos, describing the possibilities of “e-Dieleusis”, highlighted that coordination of companies and municipalities is achieved for road interventions, but at the same time the ministry has the opportunity to know in real time where projects are being carried out. He added that it is the first system where an application is addressed to multiple recipients, to all agencies.
The representative of the TEE Technical Services Directorate, Claire Dima, presented the “e-Dieleusis” information system, focusing on the functionalities it offers in managing applications and the possibility of direct supervision of submission requests and their progress.
